Pass at once a law containing the following

provisions:-

1) A declaration that the payment of money

for a múltsai confers ne right of property in

her;

2) From date of passing of this law, no more

girls to be taken as mustsai, and no female servants

to be engaged under the age of 10;

3) From a date to be fixed by proclamation,

further provisions as to girls who are now mui-tsai

to come into force.

(a)

These further provisions will be

Registration of all existing mui-tsai;

(b) Mui-taal over 18 to be free to leave.

(c) Muf-tsal under 18 to be restored to their

parents on their own or their parents' demand;

(d) Mui-tsai from 12 to 18 to be free to apply

to the Secretary for Chinese Affairs who will find

them other suitable employment if possible.

(a) Mui-tsai under 12 with no parents to stay with

their present emplgers, if well treated. In case of

ill-treatment the present system of prosecution for

cruelty and removal to the Po-Leung-Kok to be

continued.

As this involves no change, no reference

to be made in the law to Mui-teal under 12;

(r) Mui-tsai remaining with their employers to

be paid;

(g) and (h) are provided for above,

(1) No more transfers of Mui-tsai.

In the event of employer dying, the girl to

be dealt with at the discretion of the Secretary for

Chinese
